The Department of Telecommunications (DoT) has released draft network authorisation rules, mandating authorisation for Internet Exchange Points (IXPs), but dropping the content blocking clause proposed by the Telecom Regulatory Authority of India (TRAI).
Under the draft rules, IXPs will require authorisation to establish, maintain, and operate their services, facilitating peering and exchange of internet traffic among authorised entities.
No fees are required to obtain this authorisation, as per the draft rules.
The TRAI had recommended IXP authorisation earlier this year.
Author summary: DoT draft rules mandate IXP authorisation without content blocking.
