Rourke's performance helped the Lions (10-7) win their fifth straight game and clinch a playoff spot in the West Division.
For the Elks (7-10), QB Cody Fajardo threw for 230 yards and a TD, and added another touchdown on the ground.
Binjimen Victor scored a major, and Vincent Blanchard booted a field goal and three converts.
