The leaked footage shows a surveillance camera inside the Mount Vernon jail capturing an officer dragging a man through an office by his shackles while his hands were cuffed.
The video also shows the man, with his hands cuffed behind his back, leaning against a police SUV and using a vape. When he fails to comply with the officer's instructions, the officer uses a stun gun before placing the suspect in the back of the patrol car.
